HR Apprentice at Bath and North East Somerset Council in Bath

Job Description

HR & OD Apprentice will work flexibly across a range of functions covered by the Business Support team and will be provided with development opportunities to learn new skills.

PURPOSE OF JOB

To operate a central contact service providing customer friendly HR, Learning & Development and Payroll advice and guidance to managers and staff across the Council

To support the provision of an efficient and responsive recruitment service

To support the provision of timely and accurate contract documentation for new staff and for changes in terms and conditions

To support the maintenance of the HR database through the accurate and timely recording of information and efficient upkeep of personnel files

To provide support to the wider HR & OD team with regards scheduling meetings and training, arranging venues and fielding contact.

To support the smooth running of the HR team by working closely with HR & OD Officers, compiling information and preparing a range of documentation for casework, job evaluation and ad hoc reporting requirements.

PRINCIPAL ACCOUNTABILITIES

Service Delivery

One contact point

Act as the first point of contact for HR, Learning & Organisational Development enquiries. Provide first line resolution of queries where possible by providing policy information, educating staff where necessary, signposting customers or escalating to HR & OD Officers, Consultants and Business Partners as necessary.

Log incoming enquiries, categorising them accurately to provide performance data and highlight any trends in nature and volume of enquiries received.

Ensure that information given to customers is up to date. Highlight any need for further communications or updates on a subject.

Liaise with the Technical Officer regarding the location and accessibility of information particularly in regard to HR, learning and development and HR intranet information, making suggestions to improve ease of access

Recruitment

Support the recruitment requisitions process, ensuring vacancies are advertised internally and externally at the earliest opportunity and conform to equalities policy. Respond to enquiries regarding jobs advertised and monitor the application process through from start to finish.

Support the preparation of correspondence for new starters ensuring that they receive quality information about their contract terms and conditions and receive a helpful response to any queries.

Support the monitoring of conditional offers of employment, ensuring all statutory and safer recruitment checks like DBS and references and any job-specific requirements are completed and appropriate evidence is retained on file.

Support the provision of management information regarding recruitment activities and open vacancies.

Data and management information

Ensure the maintenance of accurate HR data through timely recording and upkeep of information on both the HR Information system and manual files. Ensure control processes are followed and maintain a complete audit trail of all changes.  In the case of the HR Information system carry out regular cleansing of data and maintain hierarchies.

Support the monitoring of fixed-term contracts and other date-sensitive information, ensuring any requirement for decisions are flagged early and effectively.

Support the compilation of information for attendance meetings, disciplinary hearings and appeals, working closely with HR & OD Officers, Consultants and Business Partners.

Participate in various audits to ensure conformance to required record keeping and other protocols.

Assist with the production and distribution of HR reports to provide customers with quality, timely management information.

Ensure conformance to data protection policy.

HR and OD Administration

Provide support to the wider HR & OD team including arranging meetings and venues, and handling correspondence and calls as required.

Provide support to HR and OD colleagues in the preparation of documents, for example collation of ‘packs’ for disciplinary hearings or appeals, collation of documents associated with consultations.

Support the management of the Council’s Job Evaluation process by ensuring relevant JE information is available for panels.

Provide set up support and administration to any employee recognition awards including supporting the nomination process.

Learning & Development Administration

Provide advice on the suitability and availability of learning & development opportunities, including supporting course booking enquiries.

Support the liaison with trainers and venues in setting up the annual Corporate Training Programme

Support the development of communications to promote training opportunities.

Support the day to day running of the Councils online Learning Management System.

Support the liaison with course delegates, ensuring all joining instructions are sent out on time and are clear and attendance is confirmed.   Highlighting where specific support is required for any delegate disability or other additional needs which may require reasonable adjustments.

Support the maintenance records of PDC’s undertaken to monitor conformance, and collate information on training needs identified.

Support the collation of information and completion of annual reports to meet the requirements of the Education and skills funding agency.

Service and team development

Work flexibly across the various functions of the Business Support Team learning new skills and sharing existing knowledge and expertise to support colleagues in their learning.

Maintain very close and effective working relationships with Payroll and HR & OD colleagues

Review the effectiveness of processes on an ongoing basis and initiate ideas to improve the way things are done.

Participate in project work as and when required.

GENERAL

The HR & OD team operates with a high degree of collaboration and flexibility, which means individuals may move between tasks across the wider team from time to time, and post holders are expected to undertake any other duties commensurate with the general level of responsibility of the post.

PERSON SPECIFICATION

  • Educated to GCSE level (grade C or above) standard or equivalent
  • Ability to communicate well on a one to one basis with managers, employees, employee representatives and external contacts.
  • Ability to manage time and priorities and work as part of a team or independently depending on the nature of the work.
  • A commitment to continual improvement and monitoring of effectiveness of processes on an ongoing basis and initiate ideas to improve the way things are done.
  • The ability to work flexibly across a variety of functions within Business Support Team learning new skills and sharing existing knowledge and expertise to support colleagues in their learning.
  • Numerate and able to work accurately with good attention to detail
  • Understanding of a customer orientated service
  • Willingness to learn
